Agency established by the Act of Parliament Cap 82 R. E. 2006 VETA is
responsible for regulating, coordinating, financing and providing Vocational

JOB
TITLE: HEAD OF PROCUREMENT UNIT.
REPORTING TO: DIRECTOR GENERAL
LOCATION /STATION: HEAD OFFICE
a)
Job
Purpose:
To cost effectively,
coordinate, monitor and control procurement activities of the organization by effectively
plan and implement supplies functions based on the Public Procurement Act No.7/2011 and VETA Regulations in order to timely put into
effect VETA Corporate Plan.
(i)
To
Formulate and guide the use of procurement policies, systems and procedures
through interpreting Public Procurement Act No.7/2011 for
the purpose of proper utilization of financial resources.
(ii)
Provide
procurement consultations to Zonal offices and VETA centres through
instructions, discussions, seminars and meetings in a view to internalize the
procurement procedures.
(iii) Formulate a price data bank by going through
pricelists of various items obtained through surveys/quotations in order to
have updated pricelists.
(iv)
Preparing
advertisements of Tender opportunities and contract documents and issuing
approved contract documents with reference to VETA Procurement Guidelines in
order to facilitate appropriate tendering procedures.
(v) Enforcing
quality, quantity and cost requirements of goods to be purchased by liaising
with senior supplies officer with a view to advice management on the best
alternatives.
(vi)
Facilitate
and co-ordinate clearance and forwarding of goods from abroad through timely
attendance of shipping documents in order to avoid damages/loss and demurrage
charges.
(vii) Coordinate and control the recording of VETA Assets
through coding exercise and stock taking for future reference and use.
(viii) To monitor and control purchasing, storage and
distribution of goods according to activity based budge in order to fulfil
requirements of each respective department.
(ix) Prepare
quarterly and annual reports on procurement implementation through compilation
of departmental, Regional and Centres
reports in a view to evaluate the degree of achievements and take necessary
improvement measures.

result area:
(i) Provision of proper procurement management by
developing systems for effective and strict control;
(ii) Accurately and timely purchase and distribute assets
as per the requirements;
(iii) Produce precise procurement reports which satisfies
Public Procurement Act and VETA guidelines.
c)
Job
context:
(i) Job holder is required to provide professional
services and integrated services to the departments, Regional, centres,
suppliers and other stake holders.
(ii) Job holder is required to know, understand the Public
Procurement Act No.7/2011 and its Regulations.
d)
Supervisory/Managerial
Breadth:
The post is accountable for Coordinating procurement
policies, systems and procedures.
e)
Knowledge
and skills requirement:
(i)
General
Education - Form VI with credits.
(ii)
Professional/Vocational
Qualification
Master’s Degree in Material Management from the
University recognised.Holder of Certified Procurement and Supplies Professional (CPSP) by
Procurement &Supplies Professionals and Technicians Board (PSPTB) or an
equivalent qualification. Registered with the Procurement & Supplies
Professionals and Technicians Board (PSPTB).
(iii) Relevant pre-job experience
Nine (9) years working experience
(iv) Physical skill
Ability to use it equipment such as computers.
(v)
Managerial
skills
Must be able to plan, organise and control the
procurement activities and overall objectives of the Authority.
(vi)
Analytical
skills
Should be able to apply scientific and procurement
principles to solve procurement professional problems and advice the authority
accordingly.
(vii)
Communication
skills
High level of tact and diplomacy required to express
procurement matters. High level of
literacy is required in order to prepare reports, tender documents and budget.
(viii)
Computation/numeric
skills
Should
be able to apply scientific and accounting formulae.
(ix)
Responsibility
for resources
Monitor and control financial resources of about 20
billion, which could result to lose in billions if procurement rules are not
followed.
(x)
Human
Relations
The job requires interaction at very high level of
Directors.
(x)
Environmental
and other features
(i) Working Conditions - Normal Office working condition.
(ii) Physical efforts: - Light physical exhaustion associated With
sedentary work.
(iii)
Hazards: - Mental stress.
